On June 30, 2025, ITI Limited, a prominent Government of India undertaking and a pioneer in telecom manufacturing, announced that it has signed a significant agreement with Bharat Sanchar Nigam Limited (BSNL) for the implementation of NER-II Package-15 under the BharatNet Phase-3 project. The contract, valued at ₹1901 crore, was awarded on behalf of the Universal Service Obligation Fund (USOF) and involves both capital and operating expenditures.
Financials and Scope of the Project
The total project value includes ₹1168 crore allocated as capital expenditure (capex), ₹700.84 crore as operating expenditure (opex) for the new network infrastructure, and ₹32.21 crore as opex for maintaining the existing network. This extensive scope underscores the importance of the project in enhancing rural digital connectivity in India.
Additional Agreements Bolster Order Book
This deal is part of a larger initiative where ITI Limited also secured agreements with BSNL for two other packages — Package 8 in Himachal Pradesh and Package 9 covering West Bengal & the Andaman and Nicobar Islands. These two contracts together are worth ₹5055 crore. With the addition of the latest ₹1901 crore deal, ITI’s total BharatNet-related order book now stands at ₹6956 crore, demonstrating strong momentum in its telecom project portfolio.
Strategic Importance of BharatNet Phase-3
The BharatNet Phase-3 project is structured into 16 packages, encompassing all Indian states and union territories. It focuses on designing, constructing, installing, and maintaining a middle-mile broadband network using a Design-Build-Operate-Maintain (DBOM) model. The scope and scale of the project reflect the government’s commitment to bridging the digital divide in rural areas.
